Jan 13, 2020 · Well in this case, the Windows Firewall is what I'm referring to. I was NOT able to access remote services on the target system until I enabled the Windows firewall rules. But when I did, it allowed other systems on the local subnet access as well, despite entering a scope of ONE IP address (my laptop's ethernet connection).

Specially when they were still testing and did not want HTTP/HTTPS to be open for everyone. Recent versions of PowerShell have Cmdlets that you can use to manage firewall rules. To set the scope you can use Set-NetFirewallAddressFilter Cmdlet
Click the Windows icon and type "firewall" into the search bar. Then click on Windows Firewall with Advanced Security. Alternatively, you can click the Windows icon, then click Administrative Tools, then double-click Windows Firewall with Advanced Security. Click Inbound Rules, then scroll down till you find the rule you would like to scope.
I know I can use netsh advfirewall firewall add rule or wf.msc to create new firewall rules; but when I create a rule this way, it will NOT have a groupName and thus I can't manage multiple rules at the same time.
